UPOA SUMMER CONVENTION TRAINING
CIER is designed for correctional responses to disturbances which affect the line deputy.
The process ensures deputy safety and inmate safety. CIER does NOT take the place of SERT
or SWAT, but is instead designed to fill the gap when SERT/SWAT are not activated, and/or
during the period of time in which teams are assembling, and/or as a supplement to SERT/SWAT.
CIER responses are dynamic, but well-planned. Communication, execution of response, restraints,
documentation and de-briefing are topics emphasized in the CIER process.
This class focuses on the verbal skills taught by Dr. George Thompson. The goal is to resolve
conflict using officer presence and verbal skills, enabling the officer to problem solve using
the least amount of force. The class is taught by correctional line staff for correctional
officers; these deputies successfully use these skills on a daily basis.
